Saudi Arabia’s Public Investment Fund (PIF) and State Street Investment Management (State Street IM) announced the launch of the State Street Saudi Arabia Enhanced Active Equity UCITS ETF (Ticker: SAQL), with PIF acting as anchor investor, in a move aimed at expanding international access to Saudi equities.
The fund is listed on Germany’s Xetra exchange and cross-listed on the London Stock Exchange, making it accessible to investors across Europe, according to a joint statement.
SAQL actively invests in Saudi-listed equities using a quantitative multi-factor stock selection model, reflecting the increasing maturity of the Saudi capital market and its growing alignment with global investment frameworks.
Yazeed Al-Humied, Deputy Governor and Head of MENA Investments at PIF, said:
“PIF is further strengthening Saudi Arabia’s capital market ecosystem, working with our partners to open gateways for international investors, enable access and drive global capital inflow into the country. Our continued partnership with State Street IM reinforces a shared commitment to enhance and diversify the product range, to present new opportunities for international investors into the Saudi market and unlock capital pools. The launch of this ETF further deepens the Saudi market and builds on a series of PIF-anchored ETF listings across international markets, cementing PIF’s role in driving increased product diversification to enhance liquidity and fulfill market needs.”
State Street Commentary
Yie-Hsin Hung, Chief Executive Officer of State Street Investment Management, said:
“We’re thrilled to continue our partnership with PIF by bringing another innovative Saudi-focused ETF product to market for our European clients. Saudi Arabia’s success story in recent years speaks for itself - with the combination of a rapidly expanding domestic market and a supportive regulatory landscape creating a compelling prospect for investors globally.”
EcoPulse24 Analysis
The launch of SAQL reflects a structural shift in how international capital accesses the Saudi market.
Rather than relying solely on direct foreign participation through domestic channels, Saudi equities are increasingly being packaged into globally listed financial instruments, reducing barriers to entry and aligning the market with international capital flows.
The use of a quantitative active strategy highlights a critical evolution in the Saudi market itself, where improved data availability, liquidity depth, and regulatory frameworks now support more advanced portfolio construction methods.
At a broader level, the expansion of Saudi-focused ETFs across multiple international exchanges indicates a strategic transition:
Saudi Arabia is no longer waiting for capital to enter its market - it is exporting its market exposure directly to global investors.
Key Insight
The next phase of Saudi market development is not defined by listings alone..but by making the market itself globally tradable.
