China Issues Draft Regulations to Govern Human-Like AI Systems

Chinese authorities have announced new draft regulations to strengthen oversight of human-like artificial intelligence systems. According to a statement from the Cyberspace Administration of China, the rules require AI service providers to guarantee transparency, safety, and ethical compliance. Providers must clearly inform users when they are interacting with AI systems, issuing reminders every two hours or if there are signs of over-reliance on the technology. The draft also stipulates that human-like AI must undergo rigorous ethical and security reviews and adhere to core socialist values, refraining from generating or disseminating content that could threaten national security or social stability. The regulations are part of a broader effort to enhance digital governance while accelerating AI development. Companies will be required to conduct security assessments before launching human-like AI features, submit formal reports to regional cyberspace authorities, and provide additional reports if their user base exceeds one million registered or 100,000 monthly active users. The draft will remain open for public consultation until January 25, after which it may be finalized. This move reflects China's dual approach of promoting rapid AI innovation and expansion while tightening regulatory controls, potentially setting a global standard for managing human-like AI technologies.
