Russia's unemployment rate fell to a historic low of 2.1% in November 2025, surpassing analysts' forecasts of 2.2% and continuing the trend of declining unemployment in the Russian economy. Official data showed the number of unemployed dropped to approximately 1.636 million people, down from 1.657 million in October and well below the 1.797 million recorded in the same period last year. This highlights increasing tightness in the Russian labor market.

Conversely, the number of officially registered unemployed rose slightly to 0.352 million from 0.351 million in the previous month, indicating a small discrepancy between the actual labor market and official records.

The current situation reflects a widespread labor shortage across most economic sectors, driven by intensive military mobilization, expanding employment in the defense industries since the war in Ukraine began in February 2022, and waves of emigration reducing the available workforce.

Russian authorities warn that the labor market deficit may worsen in coming years, with estimates suggesting the shortfall could reach between 2.5 and 5 million workers. This poses a structural challenge to Russian economic growth and may affect labor availability in civilian and non-military industries.

The persistent decline in unemployment is seen as a double-edged sword: while it signals strong labor demand, it also raises concerns about the sustainability of growth, rising wage costs, and reduced labor market flexibility in the medium term.
