The Saudi financial market is entering a new phase of openness, as the Capital Market Authority announced regulatory amendments permitting all foreign investors to invest directly in the market starting February 1. The initiative seeks to enhance liquidity and attract broader capital inflows from abroad.

The new regulations abolish the concept of the 'qualified foreign investor,' which previously restricted direct investment to a select group of international institutions with continuous access to the Saudi market. The Authority clarified that the reform aims to streamline entry procedures and improve market efficiency, bolstering the Kingdom’s status as a regional financial hub.

This step aligns with Saudi Arabia’s ongoing efforts to diversify funding sources and reduce reliance on oil, in line with Vision 2030 objectives. In recent years, regulators have expanded foreign investor access, including launching joint investment products with Asian markets and allowing foreigners to invest in listed companies with real estate assets in Mecca and Medina, while maintaining land ownership restrictions.

Despite broad support for the decision, some global financial institutions believe the immediate impact may be modest, as most large institutional investors already had market access under previous frameworks. Attention now turns to another anticipated regulatory change - raising the foreign ownership cap in listed companies - which is seen as a key driver for medium-term market growth.

This development comes as the Saudi market seeks to regain momentum after a volatile performance last year amid global challenges and shifting risk appetites. Nevertheless, the share of international investors continues to grow, reflecting sustained global interest in the Saudi economy and its investment prospects.

The opening of the market to all foreign investors is viewed as a significant regulatory signal that enhances market transparency and depth, supporting the ability to attract long-term capital for the benefit of listed companies and the broader economy.
