UAE Strengthens Leadership in AI and Digital Infrastructure by 2025
UAE aims for AI leadership by 2025, achieving 97% AI tool usage in government, launching major projects, and investing $100B in infrastructure.

The United Arab Emirates has established itself as a leading global hub in digital infrastructure and artificial intelligence by 2025, achieving a 97% usage rate of AI tools within government entities, one of the highest globally, alongside a programmer count exceeding 450,000.
The year saw remarkable expansion in strategic international partnerships, highlighted by the announcement of a UAE-US AI campus with a capacity of 5 gigawatts in Abu Dhabi, the largest of its kind outside the United States, relying on a mix of nuclear, solar, and gas energy to power one of the world's largest supercomputing clusters, serving billions of users.
The “Stargate UAE” project was launched with a capacity of 1 gigawatt, involving major global companies including G42, OpenAI, Oracle, Cisco, SoftBank, and Nvidia, utilizing advanced NVIDIA Grace Blackwell GB300 systems, with the first phase expected to commence in 2026.
Strategic cooperation also extended to Europe through an Emirati-French AI partnership, including the establishment of a 1-gigawatt data center and joint projects in renewable energy, advanced semiconductors, and scientific research platforms.
On the investment front, the Emirati company MGX joined a global alliance with BlackRock, Global Infrastructure Partners, Microsoft, Nvidia, and xAI under the “AI Infrastructure Partnership” initiative, aimed at developing the next generation of data centers and energy solutions, with potential investments reaching $100 billion.
The UAE has also enhanced its role in AI-supported international development by pledging $1 billion to the “AI for Development” initiative during the G20 summit to support projects in Africa, alongside a partnership with the Bill and Melinda Gates Foundation to create a $200 million AI system for global agricultural development.
Domestically, AI-related investments in the UAE are expected to exceed 543 billion dirhams during 2024-2025, with global companies like Microsoft and KKR announcing significant investments in the UAE market.
Technologically, the state unveiled Jais 2, a massive language model with 70 billion parameters, trained on the largest Arabic database of its kind, comprising 600 billion Arabic tokens, a global unprecedented achievement. The K2 Think system was launched as one of the leading open-source AI systems specialized in advanced inference.
To ensure alignment of technological development with societal values, the UAE launched the “AI in the Ring” index, the first global metric measuring the compatibility of AI models with the country's culture and values.
A national study revealed that 44% of entities in the country now use high-performance computing across 91 specialized use cases, including sectors like health, finance, and security.
In the government sector, the world’s first AI-supported legislative system was launched to analyze laws and assess policy impacts, along with an intelligent HR assistant serving over 50,000 government employees and automating 108 government services.
In education, Hamdan Bin Mohammed Smart University announced a 95% reduction in academic workload for faculty members due to the implementation of AI agents, alongside a noticeable improvement in student outcomes.
In the field of digital security, the Cabinet launched a cybersecurity excellence center in partnership with Google Cloud, a project expected to create over 20,000 jobs and enhance the national cybersecurity ecosystem.
