Empower Signs Design Contract for Fifth District Cooling Plant in Business Bay with 44,000 Refrigeration Tons Capacity
Empower signed a design contract for a 5th cooling plant in Dubai's Business Bay, raising total capacity to 451,540 RT to meet urban growth.

Emirates Central Cooling Systems Corporation (Empower) announced the signing of a design contract for its fifth district cooling plant in Dubai's Business Bay. The new plant, with a production capacity of 44,000 refrigeration tons, is scheduled to begin construction in the fourth quarter of 2026. This addition will bring the total maximum capacity of the Business Bay project to 451,540 refrigeration tons, with the project already having achieved a connected capacity of 276,545 refrigeration tons, earning Guinness World Records for both the highest district cooling capacity and the largest district cooling coverage in the world.
The new plant extends the Business Bay project, which comprises nine district cooling plants - four currently operational, two under design, and a 52.4-kilometer pipeline network. The project currently serves 201 mixed-use buildings, including residential, commercial, hotel, and service facilities, and aims to cover 325 buildings across Business Bay, Sheikh Zayed Road, and the Dubai Water Canal.
Empower stated that the signing of the design contract is part of its expansion strategy to meet the accelerating urban growth in Dubai and respond to rising demand for high-efficiency district cooling solutions, focusing on enhancing infrastructure in key locations.
The Business Bay project ranks among the largest globally in both cooling capacity and geographic coverage. Empower's expansion reflects ongoing investment in infrastructure to support Dubai's real estate growth, especially in densely populated, mixed-use areas.
The fifth plant will further Empower's ability to support Dubai’s sustainability initiatives by providing cooling solutions that reduce energy consumption and carbon emissions compared to conventional systems. The project aligns with the Dubai Urban Plan 2040, which emphasizes developing efficient, resilient cities using smart resource management.
