Saudi Arabia's Public Investment Fund (PIF) has signed three memoranda of understanding (MoUs) worth up to $24.5 billion with the Export-Import Bank of the United States (EXIM), the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA) to strengthen strategic investment, expand financing opportunities and support priority projects in Saudi Arabia and the wider region.

The agreements include a $15 billion framework with EXIM to facilitate financing for eligible purchases of U.S. goods and services by PIF portfolio companies, alongside two agreements worth a combined $9.5 billion with IFC and MIGA, both members of the World Bank Group, to support co-financing initiatives and investment guarantees for strategic projects.

$15 Billion Partnership With U.S. EXIM

Under the memorandum with the Export-Import Bank of the United States, EXIM may provide financing of up to $15 billion for eligible projects undertaken by PIF portfolio companies through the purchase of American goods and services.

The agreement aligns with PIF's strategy of diversifying its funding sources while expanding partnerships with leading export credit agencies around the world.

The cooperation covers a range of strategic sectors, including advanced technologies, aerospace, infrastructure, future mobility, water security and critical minerals for advanced manufacturing. Both parties also intend to strengthen supply chains while promoting industrial and digital innovation in Saudi Arabia and the United States.

PIF noted that the United States is its largest international investment market. Since 2017, purchases by PIF and its portfolio companies from the U.S. have totaled $65 billion, contributing approximately $35 billion to U.S. gross domestic product.

PIF also signed two memoranda of understanding with the World Bank Group's private-sector institutions.

The $6 billion agreement with the International Finance Corporation (IFC) focuses on exploring co-financing opportunities for eligible projects across priority sectors, including infrastructure, energy, transportation, tourism and healthcare. The partnership also aims to facilitate knowledge sharing and encourage greater private-sector participation in projects led by PIF portfolio companies.

Meanwhile, the $3.5 billion agreement with the Multilateral Investment Guarantee Agency (MIGA) is designed to explore guarantees and financial instruments supporting investments by PIF portfolio companies across Saudi Arabia and the Middle East and North Africa. Areas of cooperation include carbon emissions reduction, innovative industries and job creation.

Strengthening Global Financing Partnerships

According to PIF, the new agreements build on its long-term financing strategy, which relies on diversified funding sources and partnerships with leading international financial institutions to support Saudi Arabia's economic transformation under Vision 2030.

Rasees Al Saud, Head of Investor Relations and Financial Institutions at PIF, said the agreements would strengthen partnerships between Saudi and international companies while creating new opportunities for investment, knowledge exchange and sustainable economic growth.

Executives from EXIM, IFC and MIGA said the partnerships would support investment, strengthen supply-chain resilience, promote industrial development and facilitate cross-border capital flows in strategic sectors.
