Saipem Secures $4 Billion Offshore Contract in Qatar for North Field Expansion

In a move that strengthens Qatar's position as the world's largest producer of liquefied natural gas (LNG), Italian company Saipem announced on Sunday, December 21, 2025, that it has secured a partnership with Chinese offshore engineering firm CPECC for a massive engineering, procurement, construction, and installation (EPCI) contract from Qatargas, worth approximately $4 billion.
Saipem's share of the contract is about $3.1 billion, spanning five years as part of the offshore compression program to sustain production from the North Field, a vital component of Qatar's ambitious strategy to double its LNG production capacity by the end of the current decade.
Contract Details and Technical Scope
According to the company's statement, Saipem's scope of work includes the engineering, procurement, fabrication, and offshore installation of complex compression facilities consisting of:
- Two integrated compression complexes: each includes a main compression platform, a living quarters platform, a gas flare platform, and the bridges connecting them.
- Total weight: each complex weighs about 68,000 tons, making them among the largest fixed offshore structures in the world.
- Offshore installation operations: will be carried out by Saipem's specialized construction vessel De He, scheduled for work in 2029 and 2030.
This latest contract is part of COMP5 package within the North Field production sustainability program, following two previous contracts awarded to Saipem by Qatargas in October 2022 and September 2024, which are currently underway.
Saipem: An Italian Giant with a Strong Track Record in the Gulf
Founded in 1957, Saipem is a multinational Italian company specializing in engineering and construction services for the oil and gas sector and is one of the largest companies in this field globally. In February 2024, Saad Al-Kaabi, Qatar's Minister of Energy and CEO of Qatargas, announced the discovery of significant additional gas reserves in the field estimated at 240 trillion cubic feet, raising Qatar's total reserves from 1,760 to over 2,000 trillion cubic feet, and increasing condensate reserves from 70 to over 80 billion barrels.
Qatar's plan includes three major expansion projects:
- Northeast North Field Expansion (NFE): will increase production capacity from 77 to 110 million tons annually by 2026-2027, with the first shipment expected in the second half of 2026.
- South North Field Expansion (NFS): will raise production from 110 to 126 million tons by 2027-2028.
- Northwest North Field Expansion (NFW): will add 16 million tons, bringing total capacity to 142 million tons annually before the end of the decade.
This expansion represents an increase of 85% over current production capacity and will reinforce Qatar's position as the world's largest LNG exporter.
Six Massive Industrial Units
The overall project involves the creation of six industrial units (LNG trains) at the Ras Laffan LNG complex, each with a nominal production capacity of about 8 million tons annually, totaling over 64 million tons of additional capacity.
Production Sustainability Program: Preserving the Blue Gold
The North Field Production Sustainability Program (NFPS), under which Saipem's latest contract falls, aims to maintain and gradually increase high production levels through the construction of advanced offshore compression facilities.
As gas is extracted from the field, natural pressure gradually decreases, necessitating the construction of industrial compression stations to ensure continued gas flow at required rates. These stations are among the most complex and costly marine engineering projects, but they are essential for long-term production sustainability.
Qatargas has divided the NFPS program into several phases and packages, most of which have been awarded to Saipem due to its extensive experience:
- COMP2 Package: awarded in October 2022 (under execution).
- COMP3A & COMP3B Package: awarded in September 2024 (under execution).
- COMP5 Package: the latest announced contract in December 2025.
Economic and Geopolitical Dimensions
Qatar: A Key Player in Global Energy Security
Qatar's expansion of its production capacity comes at a critical time when global energy markets are undergoing significant transformations. Since the outbreak of the war in Ukraine in 2022, the importance of LNG as an alternative to Russian pipeline gas to Europe, which had relied on Russia for about 40% of its imports, has doubled.
Qatar, alongside the United States, has played a crucial role in compensating for the European shortfall and is now looking to enhance this role through its ambitious expansions.
Long-Term Contracts
In 2023 and 2024, Qatargas signed a series of long-term supply contracts (27 years) with major importers:
- China: 7 million tons annually (Sinopec and CNPC).
- India: 7.5 million tons annually for 20 years (starting May 2028).
- Italy: 1 million tons annually (Eni).
- France: 3.5 million tons annually (TotalEnergies).
- Britain and the Netherlands: 3.5 million tons annually (Shell).
- Bangladesh: 1.5 million tons annually for 15 years.
These contracts reflect global confidence in Qatar's ability to provide stable and reliable supply, ensuring sustainable and predictable returns for the state for decades to come.
Future Challenges
Despite the ambitious goals, Qatar faces a fundamental challenge: the anticipated oversupply in the LNG market. Estimates indicate that global production will grow by at least 40% during 2025-2030 compared to 2022-2024, potentially leading to price declines and prompting buyers to avoid long-term contracts.
According to analyses from the Middle East Institute, while 73% of Qatar's production will be contracted in 2027, this percentage may drop to 59% in 2030 and 34% in 2035, leaving Doha with large quantities needing to find buyers in a saturated market.
However, Qatar bets that quality, sustainability, and reliability will keep it the preferred choice for strategic buyers seeking long-term supply security.
