Saudi Arabia Ranks Second Globally in Digital Government Maturity Among 197 Countries
Saudi Arabia ranks 2nd globally in digital government maturity, scoring 99.64% in the World Bank's 2025 index, reflecting significant advancements.

The Kingdom of Saudi Arabia has solidified its status as one of the most advanced countries in global digital government transformation, achieving second place worldwide in the 2025 Digital Government Maturity Index (GTMI) released by the World Bank, evaluated among 197 countries worldwide.
According to the World Bank report, Saudi Arabia is classified as a “very advanced” country, having scored 99.64% in the overall index, one of the highest results globally, reflecting exceptional maturity in digital governmental infrastructure and integration of electronic services.
Comprehensive Superiority in All Sub-Indicators
The index results showed the Kingdom's superiority in all sub-indicators, with scores of:
- 99.92% in the Core Government Systems Availability Index (CGSI)
- 99.90% in the Digital Government Services Delivery Index (PSDI)
- 99.30% in the Digital Engagement with Citizens Index (DCEI)
- 99.50% in the Government Digital Transformation Enablement Index (GTEI)
This balanced performance placed Saudi Arabia in the (A) rating category, the highest rating granted by the index, reflecting the transition of digital government from development to full maturity and sustainability.
Vision 2030 Drives Digital Leap
Commenting on the results, Engineer Ahmed bin Mohammed Al-Suwaiyan, Governor of the Digital Government Authority, stated that this achievement reflects the ongoing support from the wise leadership, the integration of efforts among government agencies, in addition to effective partnerships with the private sector. He emphasized that national teams have re-engineered government services and built an advanced digital infrastructure that enabled the Kingdom to achieve this global position.
He pointed out that the Digital Government Authority continues its role as the specialized entity for government digital transformation by enhancing innovation, improving the quality of digital products, and adopting emerging technologies to serve the national economy and support the objectives of Saudi Vision 2030.
Ascending Path Reflecting Maturity of Experience
This achievement is the culmination of a rapidly accelerating upward trajectory, as the Kingdom was ranked 49th globally in 2020, before jumping to third place in 2022, and then to second place globally in 2025, one of the fastest digital government transformation leaps worldwide.
This progress reflects the transformation of the Saudi digital government into a global model focused on the individual, enhancing user experience, increasing government performance efficiency, and promoting the use of artificial intelligence and modern technologies in delivering public services.
